Conference: DIY Databasing!

Panel A: Radical Innovation. 10.30 - 12.30
In May 2005 the European Commission in its Communication on the 
transition from analogue to digital broadcasting demanded to 
accelerate the phasing out of analogue TV and Radio (AM/FM) at least 
until 2012, preferably until 2010. The switchover to digital should 
stimulate innovation and growth of the consumer equipment market, and 
contribute to the renewed Lisbon agenda. As planned the former 
analogue frequencies shall by then be used for "content casting" - 
however, concerning digital radio there is still no state-of-the-art 
technology in Europe. Although the already declared dead DAB-Standard 
(Digital Audio Broadcasting) is currently experiencing its 
resurrection there are several questions still not answered: there is 
a massive in-door reception problem with DAB, the limitation to not 
more than 10 Programms etc. The digitalisation of radio implies 
special challenges to small-scale local community broadcasters such 
as expensive technologies or large-scale coverage. At the same time, 
digitalisation will make possible new services like radio on demand, 
which are especially interesting for special interest programs 
provided by free media. The discussion will focus on scenarios and 
alternatives of digitalisation for community media.

(No) Free Access to Information in so-called "Information Society"?

podCasting and video on demand are the next steps leading to the 
fulfilment of the predicted "Information Society". These formats are 
pushing the personalisation of media appearance and offer new chances 
especially for Free Media. But due to the new EU Copyright concept 
the question arises if these promising new technologies will not 
mainly have their application in commercial environments. This 
politico-cultural discussion of knowledge transfer via the world wide 
web will deal with the following questions: How can public, cultural 
and intellectual interest be protected in the light of new 
developments in Copyright? Which alternatives can be presented to the 
prevailing idea of Digital Rights Management, which has recently been 
questioned by the EU Parliament, while emphasizing the importance of 
collecting societies (Echerer Report).

Konferenz: DIY Databasing!

Panel A: Radical Innovation. 10.30 - 12.30 Uhr
Im Mai 2005 forderte die Europäische Kommission in ihrer 
Kommunikation zum Übergang von analogem zu digitalem Rundfunk eine 
Beschleunigung der Abschaltung von analogem TV und Radio (AM/FM) 
mindestens bis 2012, besser schon bis 2010. Die Digitalisierung soll 
Innovation und das Wachstum des Endgerätemarkts fördern und zur 
Umsetzung der erneuerten Lissabon Agenda beitragen. Für die 
bisherigen analogen Frequenzen ist eine Verwendung für "content 
casting" geplant - allerdings gibt es im Radiobereich nach wie vor 
keine vorherrschende digitale Technologie in Europa. Obwohl der 
bereits totgesagte DAB-Standard (Digital Audio Broadcasting) derzeit 
in Großbritannien seine Wiederauferstehung feiert, stehen zahlreiche 
unbeantwortete Fragen im Raum: die DAB-Empfangbarkeit in Innenräumen 
ist nach wie vor extrem schlecht; das für DAB geplante L-Band bietet 
lediglich Platz für maximal 10 verschiedene Programme etc. Die 
Digitalisierung des Rundfunks beinhaltet aber gerade für 
kleinräumige, lokale Community Medien wie die Freien Radios besondere 
Herausforderungen, wie beispielsweise eine sehr teure Technik oder 
die großräumige Versorgung durch wenige Programme. Gleichzeitig 
ermöglicht die Digitalisierung aber neue Services wie Radio on 
Demand, die gerade für Special Interest Programme wie die der Freien 
Radios besonders interessant sind. Die Diskussion konzentriert sich 
auf Zukunftsszenarien und Alternativen für Community Medien im 
Kontext der Digitalisierunng des Rundfunks.

podCasting und Video on Demand stellen die nächsten Schritte auf dem 
Weg zur prophezeiten "Informationsgesellchaft" dar. Diese Formate 
forcieren die Personalisierung der Mediennutzung und bieten gerade 
Freien Medien neue Möglichkeiten. Neue EU-Urheberrechts-Konzepte 
legen allerdings den Schluss nahe, dass diese vielversprechenden 
neuen Technologien wohl hauptsächlich in kommerziellen Zusammenhängen 
angewandt werden. Diese kulturpolitische Diksussion zum 
Informationsvermittlung über das World Wide Web setzt sich mit 
folgenden Fragen auseinander: Wie können öffentliche, kulturelle und 
intellektuelle Interessen im Zusammenhang mit den aktuellen 
Entwicklungen im Urheberrecht geschützt werden? Welche Alternativen 
sind denkbar, angesichts des vorherrschenden Standards Digital Rights 
Management, das kürzlich auch vom Europa-Parlament in Frage gestellt 
wurde, das gleichzeitig die Wichtigkeit von Verwertungsgesellschaften 
betonte (Echerer Report).

ein. Bestandteil des Workshops ist ebenso das Austauschformat RSS und 
der Umgang mit mobilen und portablen Podcasting-Clients. Information
