i think it is a problem, because the most of the people did'nt decide to 
live at the coast. of course they decide, but in which context they did ?

i also think it's difficult to 'control' such things, but in that 
situation there were other reasons, for that so many humans had to die. 
i think that they had a good infrastructure, but they (the tourism 
companies) did not want to hear or talk about any dangers in that 
region. they can't build walls in front of the beautiful beaches and 
they won't warn the tourists about earthquakes, if there maybe happens 
nothing 'really' dangerous!

that is maybe not 100%ly true, but it's for shure more than a bit of truth.
