As you infer, it wasn't art, so much as a means for
imperialist art institutions (with the help of their newest
lapdogs) to maintain their waning credibility. A very
similar scenario happened with the introduction of
'video-art' decades earlier. The most significant aspect of
the Net for artists was/is the ability to directly
distribute and market their work. Perhaps that was too scary
for some who had become perversely comfortable with
institutional abuse.
